If the DA doesn’t mention Section J do I still have to comply?

The requirement to comply arises because all developments must comply with the BCA. Section J is one part of the BCA and must be complied with like all other parts. DAs will often contain a condition requiring compliance with Section J specifically or the BCA generally (or both) however, these are advisory in nature as compliance is required in any case under the Environmental, Planning & Assessment Act
